 As usual, DNN was a bit flakey when working with it.  This time I was trying to get the custom favorites icon to work.  Here is how I finally got it working:

 

1. Create the icon (either 16x16 or 32x32).  If it's not the right size or format, IE will ignore it.   Name it favicon.ico
2. Add the icon to the root of the portal directory (ie: ...\portals\9\favicon.ico
3. Ensure NTFS permissions are ok (everyone=read is fine for brevity)
4. Navigate to the URL of the ICO file: (ie: www.elegantsoftwaresolutions.com/portals/9/favicon.ico
5. IE should now pick it up...
